The City of Drain has completed its Renewable Portfolio Standard (RPS) obligation for 2025 in accordance with Oregon Revised Statute (ORS) 469A.170.
As a small, consumer-owned utility (serving less than 1.5% of Oregon’s retail electricity load), the City is subject to a 5% renewable energy target. However, under Oregon law, utilities may reduce or eliminate this requirement when their energy supply includes qualifying exempt resources.
In 2025:
- Total retail electricity sales were 16,198 MWh.
- 100% of this energy was supplied through exempt resources, primarily Bonneville Power Administration (BPA) Tier 1 power.
- Because exempt resources accounted for more than 95% of total retail sales, the City’s renewable requirement was reduced to 0%.
- As a result, no Renewable Energy Certificates (RECs) were required to be retired for compliance.
The City remains in full compliance with Oregon’s RPS requirements. This report is provided to the City Council and made publicly available in accordance with state reporting requirements.
